This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation number is 12905B23Q0074 and is issued as a Request for Quotation (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-02 effective March 16, 2023.

This solicitation is issued as Unrestricted. The associated NAICS code is 513210, Software Publishers. The small business size standard is $47.0 million.

1. 1. Model building platform/software (same or similar to MIKE+) (one each)
   2. A flexible and user-friendly data input delivery interface session for the models that handles large datasets and parallelize calculations across multiple processors (same or similar to MIKE ZERO) (one each)
   3. A hydrodynamic module, including a hydrodynamic model for river flow system modeling plus a rainfall runoff module (same or similar to MIKE SHE HDR HDUL + RR) (one each)
   4. An Advection Dispersion module that includes a hydrodynamic model for river flow system modeling (same or similar to those used by MIKE SHE) (one each)
   5. Ecological and environmental impact assessments model that computes contaminant transport in water body and flow media (same or similar to ECOLAB) one each.

The software and all deliverables must be delivered via electronic means no later than May 31, 2023.

This requirement shall be FOB Destination.

There are no additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. Please note that payment in advance for supplies or services may not be authorized.

The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation.
