THIS IS A PRE-SOLICITATION NOTICE FOR ISO 17025 CONSULTHING & SUPPORT SERVICES FOR WILDLIFE DISEASE DIAGNOSTIC LABORATORY (WDDL) IN FORT COLLINS, CO. THE SOLICITATION WILL BE POSTED AT T LATER TIME. THE GOVERNMENT IS NOT OBLIGATED TO PROVIDE SOLICITATION POSTING NOTICE TO INTERESTED BUSINESSES.

The National Wildlife Research Center (NWRC), part of the United States Department of Agriculture Animal and Plant Health Inspection Service, was directed to form the Wildlife Disease Diagnostic Laboratory (WDDL). At this time, the lab is not complete. It is expected the lab will be completed by the end of 2023. This laboratory will specialize in providing and developing enhanced diagnostic capacity to detect and characterize pathogens associated with wildlife, particularly those microorganisms found at the interface of agricultural and human health. To ensure the highest possible quality of operational standards, data quality, data reporting, and laboratory management, WDDL seeks to comply with, and be accredited under, internationally recognized standards for laboratory best practices. The ”gold standard” for affirming the competence of microbial diagnostic testing laboratories is the International Organization for Standardization (ISO) 17025:2017 standard.

The USDA, APHIS, National Wildlife Research Center (NWRC) intends to award one firm fixed price indefinite delivery/indefinite quantity (IDIQ) commercial services contract for professional service limited to the USDA, APHIS, NWRC, WDDL facility Fort Collins, CO. The Contractor may be required to perform work under multiple task orders.
