The Architect of the Capitol (AOC), Supplies, Services, and Material Management Division (SSMMD) is issuing Request for Proposals (RFP) # AOCSSB23R0043 for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for interior and exterior window cleaning and related services. It is anticipated that this RFP will result in a single award, IDIQ with Firm Fixed Price Task Orders to a responsible Offeror actively registered in the System for Award Management (SAM) and whose proposal provides the overall best value to the AOC in accordance with the requirements set forth by this solicitation and the Statement of Work (SOW). This solicitation will use the procedures in AOC Contracting Manual 9.1 Negotiated Acquisitions. The North American Industry Classification System (NAICS) codes for this requirement is 561720 – Janitorial Service. The Product Service Code is S201 – Housekeeping- Custodial Janitorial. The IDIQ period of performance will be 1 base year and 4 one-year options, for a total of five years from the date of award if all options are exercised. FAR 52.217-8 is included at the IDIQ level.

This is a combined synopsis/solicitation for commercial services as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Amendment 01 (05/01/2023):

The purpose of this amendment is to:

1) Update the SOW as follows: Add C.5.8 Window Painting and Repairs and update language of C.9, C.12, and C.13.

2) Update the IDIQ Pricing sheet to include the pricing of C.5.8 Window Painting and Repairs, see A01.J.3, offerors are to use A01.J.3 to submit pricing and disregard the original J.3.

3) Remove Attachments J.1, J.2, and J.3 from the solicitation and substitute them with A01.J.1, A01.J.2, and A01.J.3 respectively to reflect changes, changes in A01.J.1 and A01.J.2 are highlighted in yellow.
