THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

This synopsis/solicitation 1305M223QNCNJ0613 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-02.

The National Oceanic Atmospheric Administration (NOAA), National Ocean Services (NOS), Office of Coast Survey (OCS), Navigation Response Branch has a requirement for maintenance repair service for the 57’ NOAA/OCS Research Vessel BAY HYDRO II, NOAA Hull Number S5401. Specifically the pitting in the hull of the portside tank space exceeds allowable thresholds. The period of performance is for completion within 30 business days from the start – complete NLT June 30, 2023.

The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA). Quote shall include all costs associated with the CLIN unless otherwise indicated on the vendor’s quote.

This RFQ is 100% set aside for small businesses. The associated NAICS code is 336611 Ship Building and Repair, with a Size Standard of 1500 Employees.

Additionally, each offeror must provide the following information with the quote:

1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
4. A list of Key Personnel, names, titles, and contact information shall be provided.
5. Acknowledgment of Solicitation Amendments (SF-30), if any, and;
6. Completed Past Performance Reference form.

A contract issued as a result of this solicitation shall incorporate the Department of Labor Wage Number 2015-4281, Revision Number 25, dated December 27, 2022.

All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 3:00 P.M. Eastern on May 11, 2023; any award resulting from this RFQ will be made based on Lowest Price Technically Acceptable (LPTA). The anticipated award date is on or about May 19, 2023.

The Government does not accept responsibility for non-receipt of quotes. It is the Contractor’s responsibility to request and receive a confirmation of the quote receipt.
