INSTRUCTIONS TO QUOTERS: This Request for Quote (RFQ) is issued in accordance with FAR Part 12 and in conjunction with Simplified Acquisition Procedures FAR Part 13. Comparative Evaluations of Price, Technical Capabilities (Contractor Experience), and Past Performance will be performed in accordance with procedures outlined in FAR subpart 13.106-2(b)(3). A single firm fixed price contract award will be made in accordance with FAR subpart 13.303 to the best valued quote based on comparative evaluations. The following factors shall be used to evaluate quotes: Technical: Provide evidence within your quote to represent you Technical Approach, Capability, and Experience to meet the requirements of this RFQ. Approach Provide a quote which reflects a thorough understanding of the Statement of Work (SOW) requirements and a realistic approach of how your company will meet those requirements. Capability - Provide evidence of Capability/Expertise to meet the requirements set forth in the SOW, including licensing, experience, and evidence of qualified personnel to meet the requirements. Experience Provide evidence of similar monitoring and reporting services work conducted in the past. This is needed to present a clear representation of your company s familiarity with the work required. Past Performance: The Government will utilize any information the contractor provides for related experience to conduct reference checks if necessary and will also query FAPIIS and CPARS to evaluate contractor past performance. Price: Government will utilize the pricing provided to meet the work requirements per the SOW. Detailed Quoting Instructions: Follow all instruction in this Section E.6 Instructions to Quoters, and Complete Section E.5 Provision 52.212-3. The Quoter shall complete only paragraph (b) of this provision if the Quoter has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal. If the Quoter has not completed the annual representations and certifications electronically, the Quoter shall complete only paragraphs (c) through (u) of this provision. Complete Box 17 of the SF 1449 (Page 1) of the solicitation. Provide the legal entity name, address, telephone number and Unique Entity Identifier (instead of DUNS number) in Box 17. Complete Section B.1 Contract Administration Data, Contractor POC information (provide name, title, and phone number/email/Unique Entity Identifier). Complete Section B.3 Price/Cost Schedule. Complete the fill-ins required at Section C.5 852.219-75 and include with quote submission. This work will fall under Services (a)(1)(i). Volumes: Quote submissions shall include 2 volumes.
