OBJECTIVE:

The objective of this sources sought notice is to conduct market research to determine if responsible sources exist to assist in determining if this effort can be competitive, and to gain market knowledge of potential qualified sources. The Government will utilize the results of this sources sought synopsis to determine the best acquisition strategy. In addition to searching the market for qualified vendors, the Government may utilize the results of the sources sought to determine if any Small Business Set-Aside opportunities exist per North American Industry Classification System (NAICS) 334220 “Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing”. The Government requests all vendors, both Large and Small, submit their business size by NAICS code.

PROGRAM BACKGROUND:

The Naval Air Warfare Center Weapons Division (NAWCWD intends to negotiate and award a sole source contract in accordance with FAR 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements” to VectorNav located at 10501 Markison Road, Dallas TX 75238. This procurement is for a quantity of 500 each of VectorNav Rugged GPS-Aided Inertial Navigation System (Part Number VN-200T-CR). The Government plans to use these VN-200T-CRs for the new build and replacement of damaged remotely controlled surface targets. The VN-200T-CR is an instrumentation component used to achieve navigation control during remote control operation of surface targets supporting United States Department of Defense and Foreign Military Sales (FMS) test and evaluation requirements. The place of delivery for the equipment is Naval Base Ventura County Port Hueneme, CA.

RESPONSES:

This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response, which will be considered by the agency. The written response shall reference solicitation/request for quotation number N6893623Q0142 and provide a capability statement that clearly indicates the firm’s experience, assets, background, and ability to provide the supplies/equipment without compromising the quality, accuracy, reliability, and schedule. Written responses to this notice shall be submitted by e-mail to the point(s) of contact listed no later than 3:00 pm PDT 15 days from this notice date: marijo.a.pascua.civ@us.navy.mil.

Responses should also include the following information:

• Vendor’s name and address;

• Vendor’s point of contact name, phone, and e-mail;

• Declaration as to whether a U.S. or foreign Contractor;

• Contractor size (Small or Large according to the identified NAICS and size standard);

• Provide any anticipated teaming arrangements and delineate between work to be accomplished by the prime and the work to be accomplished by the teaming partners;

• Any other specific and pertinent information as it pertains to this particular area of procurement that would enhance the Government’s review of the information submitted.

Interested firms must have an active registration in the System for Award Management (SAM) database at https://sam.gov/ to do business with the federal government.

Offers and responses to the solicitation/request for quotation shall be submitted using the instructions in the solicitation/request for quotation.
