Naval Sea Systems Command (NAVSEA) intends to award a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole-source basis to L3Harris, 50 Prince St., Northampton, MA, 01060, for the procurement of up to forty-four (44) Low Profile Masts (LPM) for the Virginia Class and Columbia Class submarines under a performance specification. The period of performance is Fiscal Year (FY) 25 through 29. Additionally, this procurement will include approximately 142,000 man hours of associated engineering services to provide for test, evaluation, integration, installation, and deployment of LPM systems as well as Provisioned Item Orders. LPM systems along with engineering services will be procured with a combination of Cost-Plus Incentive Fee (CPIF), Fixed Price Incentive target (FPIF), Firm Fixed Price (FFP) basis, Cost Plus Fixed Fee (CPFF), and COST only contract line item numbers (CLINs).

The anticipated contract will be awarded pursuant to 10 U.S.C. § 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements. L3Harris is the current producer of the LPM, and is the only contractor with the requisite knowledge and expertise able to provide the highly specialized support to meet the Navys requirement without significant risk to the Navy. Therefore, L3Harris is the only firm capable of satisfying the Government’s requirements within the required schedule.
