Request for Information (RFI) for HGU-56/P Rotary Wing Helmet (RWH)

THIS IS A RFI ONLY. This Sources Sought (SS)/Request for Information (RFI) is being posted to satisfy the requirement of DFARS PGI 206.302-1. The Army Contracting Command – Redstone Arsenal, AL intends to issue sole source options to an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract to Gentex Corporation for manufacture of hardware. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible, interested parties may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any responses received.

Purpose: The Product Manager Air Warrior (PM AW) is seeking to identify interested contractors capable of manufacture and delivery of a qualified HGU-56/P RWH, part number A14093-x (x = 7 -12) and Maxillofacial Shield, part number A14138-2. The Government does not possess a verified and validated Technical Data Package (TDP) for these items as the TDP contains proprietary data the Government is not privy to.

Background: PM AW has a requirement delineated in the Air Soldier System Capabilities Development Document for improved field of view and improved comfort for the HGU-56/P helmet used by Army Aviation. The RWH provides this improvement and is the approved helmet for US Army Aviation. The U.S. Government currently has an Indefinite Delivery Indefinite Quantity contract with Gentex Corporation. The U.S. Government intends to extend the contract through the addition of up to three option ordering periods. Gentex Corporation is the current sole source manufacturer of the identified hardware items.

Instructions: Request that interested parties provide a written response to this RFI NLT 3:00 PM CST 19 May 2023 to Army Contracting Command, via email, as indicated. Inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Submissions shall be through electronic mail to the point of contact listed in the instructions section above; any attachments shall be in portable document format (PDF). Responses should be no more than ten pages and include, at a minimum:

• Name and address of the interested company or organization;
• Contact information for the primary POC;
• A brief description of the potential offeror’s company/organization;
• A description of the potential offeror’s capabilities and products;
• A description of the potential offeror’s quality certification and program;
• A description of how the potential offeror’s product currently meets the Air Warrior requirement
