Combined Synopsis-Solicitation for Boat Charter Services

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02 dated 03/16/2023.

Set aside for small business, evaluated as lowest price technically acceptable (LPTA).

Place of Performance: Pacific Ocean off the southern California Coast between the mainland and San Nicolas Island, CA.

Period of Performance:
Base Period for Spring: Approximately 05/01/2023 - 06/30/2023
Option Period for Fall: Approximately 9/1/2023 - 11/30/2023. Subject to the availability of funds and continuing need.

Period of performance and/or delivery dates are estimates only.

All interested parties must be registered and have an active registration in the System for Award Management (SAM) at the time of submitting a quote to be considered for an award of a federal contract. For information, review the SAM website at https://www.sam.gov.

Boat Charter Services for up to 6 days around San Nicolas Island in accordance with the following:

Offerors shall submit the following for evaluation:
1) Signed SF-18

2) Firm, Fixed Price Quote for each Base and Option

3) Technical description of the services being offered

4) SAM Unique Entity Identification (UEI)#
Quotes shall only be accepted through electronic mail addressed to Joahnne Ongjoco at jongjoco@usgs.gov. All proposal documents required by this solicitation must be uploaded and received in their entirety no later than 04/30/2023 at 1700 Eastern. Proposals submitted by hardcopy or any web portal shall not be accepted or considered.

It is the responsibility of all interested parties to check back periodically for any
amendments to the solicitation. All amendments must be signed and included when the quote is submitted.
