Description
The U.S. Environmental Protection Agency (EPA), Region 3 Environmental Science Center located at 701 Mapes Road, Fort Meade, Maryland has a requirement for a Firm Fixed Price contract to
provide construction services to complete the removal and replacement of the existing roofing system. This acquisition is being conducted as a competitive 8(a) set-aside in accordance
with Section 8(a) of the Small Business Act and FAR Subpart 19.8.
The primary objective of the project is to remove and replace approximately 54,042 sq. ft. of an existing 23-year-old Single Ply EPDM roof, then furnish and install a Two-Ply SBS Modified
Bitumen roofing system. All actions conducted shall be consistent with the Environmental Protection Agency, Region 3 Fort Meade ESC Roof Replacement construction documents and applicable
codes. The Contractor shall furnish all necessary services to meet the performance standards and successfully accomplish the requirements of the Performance Work Statement (PWS),
including labor, materials, equipment, site management, office support and incidental items.
Award of a single award Firm Fixed Price contract, in accordance with FAR Parts 15 and 36, is anticipated with a one (1) year base period or until completion, dependent upon availability
of materials. Specific requirements, including additional drawings and illustrations will be identified in the PWS with the formal solicitation. Other than price, the Government’s
evaluation of proposals will include an assessment of each offeror’s technical capability including subfactors of technical approach, key personnel, and experience with similar
projects, while utilizing past performance. All non-price evaluation factors, when combined, are approximately equal in importance to price. The Government intends to evaluate proposals
and make award without discussions.
The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, the size standard for which is $36.5M. All responsible 8(a)
concerns that are serviced by the Baltimore, Maryland District Office of the U.S. Small Business Administration may submit a proposal, which will be considered by the EPA.
An organized site visit has been scheduled for 11:00 am (ET), Wednesday, May 10, 2023. Potential offerors are urged and expected to inspect the site where services are to be performed and
to satisfy themselves regarding all general and local conditions that may affect contract performance, to the extent that the information is reasonably obtainable.
In order to attend the site visit, potential offerors must register in writing through the Contracting Officer (young.gerold@epa.gov) no later than 4:00 pm (ET), Thursday, May 4, 2023.
Requests to attend the site visit after this date and time may not be honored. No more than three (3) attendees from each potential offeror is allowed. Since these site visits will be
conducted on a Federal facility, all attendees must be US citizens. The request to attend must include the full name, date of birth, email address, company and phone number. All attendees
must be able to provide a government issued photo ID upon arrival.
It is anticipated the solicitation will be posted on SAM.gov and the www.FedConnect.net website on or about May 1, 2023. No hard copies will be available. Point of contact for this
