The Contractor shall furnish all labor, materials, equipment, transportation, supervision, and engineering necessary to INSTALL EXPLOSION-PROOF LED LIGHT FIXTURES, BLDG. 1424, 1425, 1433 AND 1620, NMC MISAWA, JAPAN in accordance with the terms and conditions of this contract including attachments.

Local Source Restrictions. This solicitation is intended for local sources. Local sources are those persons or entities normally resident and licensed to conduct business in Japan. Offers from non-local sources will not be considered under this solicitation in accordance with the provisions of the U.S.-Japan Status of Forces Agreement.

Contract Award. Award shall be made to the lowest responsible quoter. The quoter’s financial status and past performance shall be reviewed to determine the qualification, responsiveness, and responsibility of the offeror/quoter.

Pre-solicitation conference and site visit are scheduled on 26 Apr 2023, 0900 hours.

Pre-solicitation conference will be conducted at NAVFAC FE, PWD Misawa, Bldg. 987, Misawa Air Base, Japan at 0900 hours, then participants will move to Bldg. 1424, 1425, 1433 & 1620 for site survey.

Offerors are required to submit a Site Visit Log (Attachment 3) including participant’s color picture, size 1 x 1 ¼ inch, Vehicle No. and gate pass number (if available) by 24 Apr 2023, 1100 hours.

Attendees who do not possess the gate pass are required to annotate on the Site Visit Log and those people will be escorted at the main gate.

In accordance with FAR 36.204, the magnitude of construction is between ¥2,500,000 and ¥10,000,000.
