THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command intends to negotiate and award a sole source basic ordering agreement (BOA) order for a single contractor Field Service Representative (FSR) to support deployment by providing on-site advice, liaison and informal training in the buildup, installation, and operation and maintenance of equipment and systems related to the Distributed Aperture Infrared Countermeasures (DAIRCM) system.

These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." DRS Systems, Inc. is the sole designer, developer, and manufacturer of the equipment addressed in this synopsis and no other supplies or services will satisfy agency requirements. In addition, the Government does not own a technical data package (TDP) for the AN/AAQ-45 which is suitable for competition. Drawings and data are proprietary to DRS Systems, Inc.

The Naval Air Systems Command (NAVAIR) intends to prepare a Justification and Approval (J&A) for Other Than Full and Open Competition, in accordance with FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements," with DRS Systems, Inc. The purpose of the J&A is to authorize and approve the issuance of orders on a sole source basis under a Basic Ordering Agreement (BOA) to DRS Systems Inc. for the procurement of services to support the AN/AAQ-45 Distributed Aperture infrared Countermeasure (DAIRCM) system. Specific performance requirements include, but are not limited to, on-site and on-call technical and logistics support to Department of Defense (DoD) personnel relating to analysis and recommendations for changes and improvements to equipment installation, operation, modification, maintenance, training, and failure mode analysis for the DAIRCM systems/equipment. The period of performance is anticipated to last up to twelve (12) months.

DRS Systems, Inc. is the Original Equipment Manufacturer (OEM) designer, developer, and manufacturer and is the only source with the proprietary data, expertise, technical data package, equipment, and personnel required to provide in-depth programmatic, engineering, and logistics technical support for the DAIRCM Program. No other firm possesses the required data and expertise on this equipment.
