THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO SCIENCE APPLICATION INTERNATIONAL CORPORATION FOR TECHNICAL, ENGINEERING AND ANALYTICAL MANAGEMENT SUPPORT (TEAMS) SERVICES

The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD) intends to award a sole source, Firm-Fixed Price (FFP) contract to Science Applications International Corporation, 12010 Sunset Hills Rd, Reston, Virginia 20190-5856, in order to perform all aspects related to the Technical, Engineering and Analytical Management Support (TEAMS) Services for the Assessment, Monitoring, and Evaluation (AM&E), of Section 333 Security Cooperation (SC) Programs, to the Defense Security Cooperation Agency’s (DSCA) Chief Performance Officer (CPO) Division. This will be a non-personal services contract to provide technical engineering analytical management support services to the Defense Security Cooperation Agency’s (DSCA) Chief Performance Officer (CPO) Division. The purpose of this requirement is to provide a broad range of support related research, analysis, strategy development, coordination, and contingency support functions that enhance and reinforce the goals and objectives to meet current and evolving security cooperation requirements. The scope of work performed by the Contractor under this PWS is intended to provide DSCA a broad range of support in relevant performance measurement and analytics to justify security cooperation activities under section 333 organized into five broad program areas:

• Counterterrorism operations
• Counter-weapons of mass destruction operations
• Counter-illicit drug trafficking operations and counter-transnational organized crime operations
• Maritime and border security operations
• Military intelligence operations and Operations or activities that contribute to an international coalition operation that is determined by the Secretary to be in the national interest of the United States

The Government shall not exercise any supervision or control over Contractor employees performing services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform technical engineering analytical management support services.

The Period of Performance will be from March 30, 2023 through September 29, 2023 with no option periods.

This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) clause 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” The contract is intended to continue the requirement for Technical, Engineering and Analytical Management Support (TEAMS) Services while a new competitively awarded contract is being procured.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
