The purpose of a Sources Sought (SS) is to improve small business access to acquisition information and to enhance competition by identifying contracting and subcontracting opportunities. The intent of the announcement is to identify sources that are qualified Small Business concerns, including Small Business, Small Disadvantaged, Women Owned, and Veteran Owned firms for the National Weather Service Eastern Region, National Oceanic and Atmospheric Administration (NOAA) and are capable of performing 50% or more of the maintenance services described herein. The Government may use the information obtained from this notice to gain insight into industry capabilities and other market information.

No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.

The Government proposes to issue a Firm-Fixed-Price type contract type contract with a twelve (12) month base period and four (4) 12-month option periods for this requirement. This requirement is to provide routine (preventative) and non-routine (corrective) maintenance services of NOAA Weather Radio Transmitter Systems for fourteen (14) sites within the state of South Carolina. These services include, but are not limited to: on-site routine maintenance, routine remote monitoring, site outage and restoration as well as miscellaneous services as indicated.

Prior experience with maintenance services for weather radio transmitters of a similar size and scope will be required.

The applicable North American Industrial Classification System (NAICS) Code for this acquisition is 516120- Television Broadcasting Stations. The Small Business Size Standard for this acquisition is $47 Million.

A vendor’s response to this synopsis shall be limited to ten pages and shall include the following information:

1. Firms name, address, point of contact, phone number, and email address.
2. Firms interest in bidding on the solicitation when it is issued.
3. Percentage of scope firm is able to independently perform (please refer to PWS when answering).
4. Firms relevant experience with maintenance services for weather radio transmitters. Include comparable work performed within the past five years, brief description of the contract, customer name, timeliness of performance, customer satisfaction, and dollar value of the requirement. Provide at least three examples.
5. Firms relevant experience with covering multiple sites and how you have maintained a consistent quality and professional workmanship while servicing these areas.
6. Firms relevant experience with managing multiple sites of a similar scope simultaneously.
7. Firms type of business and business size.
8. Firms Joint Venture information, if applicable existing and potential.
