Synopsis:

This is a Sole Source synopsis published for informational purposes only.

The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZE), Edwards AFB, CA intends to issue a sole source contract to Clean Harbors Aragonite 11600 North Aptus Road, Grantsville, UT 84029, for the usage of an incineration facility to dispose of classified items after a test at Hill AFB UT for the SUU-1760 program. The contract will be executed by means of other than full and open competition, due to the classified nature of the items needing incineration and the vendors proximity to Hill AFB. Clean Harbors Aragonite, is the only vendor who can perform this service, close by Hill AFB and is in the best interest of the Government.

Because of the classified nature of the items needing incineration, an incineration facility within the area of Hill AFB is required. This requires incineration of Special Access Programs (SAP) level program materials per security requirements stated in DoD Manuals 5205.07 and 5200.01.

The authority permitting other than full and open competition is 41 USC 1901 - FAR 6.302-1(a)(2)(ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in-

(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or

(B) Unacceptable delays in fulfilling the agencys requirements.

The critical performance requirements are-

The facility must be in the Local (< 120 miles of Hill Air Force Base, UT) area, and capable of providing incineration services for classified and unclassified items on site

Contractors must be registered, active, and void of exclusions in System for Award (SAM) at www.sam.gov

The Government requests that initial feedback, comments and questions be submitted no later than two (2) calendar days from the date of this notice posted to www.beta.SAM.gov.

Any information submitted by respondents to this Notice of Contract Action must be accomplished via email to the point of contact listed within this notice and is strictly voluntary. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such, and will be properly protected from disclosure. No classified information shall be submitted. Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel.

The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101 – Ombudsman, will be included in any potential solicitation and contract for this acquisition.
