USTRANSCOM Strategic Plans, Policy, and Logistics Directorate (TCJ5/4) is seeking sources that possess the availability and capability to provide strategic functional expertise enabling the USTRANSCOM TCJ5/J4 to enhance the Joint Deployment and Distribution Enterprise (JDDE) and enhance capabilities in support of the warfighter. This support includes multimodal deployment, distribution (sealift/airlift/ground movements), and supply chain operations; development, staffing and implementation of global campaign, functional campaign, and distribution plans across the JDDE.

Please see the attached Request for Information (RFI) and Draft Performance Work Statement (PWS).

The anticipated period of performance is 1 Oct 2023 - 30 Sept 2024 with four 1 - year option periods.

The notional dates provided are planning purposes only:

• Virtual Technical Capability Meetings (one-on-ones): tentatively scheduled for week of the 5th of December 2022.
• Request for Proposals: On or about 8 Mar 2023
• Proposals Due Date: On or about 7 Apr 2023
• Source Selections Activities: 8 Apr 2023 - 13 Jun 2023 ( e.g. evaluations, exchanges as applicable, source selections decision)
• Contract Award: On or about 14 Jun 2023
• Updates will be provided as applicable.

NOTE: Generic capability statements received in response to this RFI will not be reviewed and will not be considered for a one-on-one meeting.

White Paper: Responses to this RFI must be received by the POCs identified in Section 6 of the RFI no later than 10:00 AM CT on Wednesday, November 30, 2022.

Request for one-on-one meeting: Meeting requests in response to this RFI must be included in the vendor’s white paper response and received by the POCs identified in Section 6 of the RFI no later than 10:00 AM CT on Wednesday, November 30, 2022.

All responses to the RFI will be reviewed and utilized for market research.
