Description: The contractor shall provide all labor, communications, transportation, supervision and other supplies and services necessary to support in all aspects of
rural and urban mobility and sustainment to execute missions in terrain currently or possibly seen by SOF units. Mobility training provided by the instructors shall focus on 4x4 driving
principles, high speed urban vehicle preservation, planning and sustainment, and hands-on learning in austere terrain. One (1) iterations of training shall be provided to seven (7)
personnel in a five (5) day mobility course of instruction encompassing proven tactics, techniques, and procedures that promote mission success and survivability of 4x4 off-road and
paved surfaces mobility operations. This training shall include current tactics, techniques, and procedures by subject matter expertise (SME)/instruction, materials, vehicles, and
miscellaneous support.
This requirement will be for one (1) five (5) day mobility course.
Specification/Qualification Requirements: *RESUMES ARE REQUIRED FOR INSTRUCTORS*
1. Instructor Requirements: One (1) Lead Instructor and two (2) other instructors. Additionally, two (2) opposing forces role-players are required.
1.1 Lead Instructor: The lead Instructor shall have a minimum of ten (10) years in tier one special operations (SMU/NSWDG/24STS for example) and possess tactical driving experience. One
instructor is required to have at least 10 years of operational Naval Special Warfare experience and be familiar with their mounted and driving SOPs. The instructors shall have
extensive knowledge in the preparation of international, austere off-road driving courses, Special Operations Forces tactics techniques and procedures, preparation, and the conduct of
endurance off road courses, convoy operations, After Action Reports, programing and use of the AN/PRC-152 or AN/PRC-63 radio, ATAK, and student critiques and the ability to supervise
and manage a team of Contractor personnel.
1.2 Opposing Forces: The contractor shall provide a minimum of 2 personnel who will role-play as opposing forces. These 2 personnel can “double” as instructors for hands on training
and participate in OPFOR for FMP and graded scenarios. The personnel shall use blank ammunition as well as explosive simulators. Additionally, the personnel shall be proficient in
tactics and weapons handling to aid in realism of the training. Personnel fulfilling opposing forces shall have previous military, law
enforcement, or first responder experience to simulate real combat scenarios.
1.3 The contractor shall include a minimum of one (1) additional personnel as needed for scenarios who shall role-play anything from host-nation contacts, potential threats, or
simulated patients. This additional person can “double” as instructors for hands on training and participate in OPFOR for FMP and graded scenarios.
1.4 The instructors must be able to provide necessary documents as credentials ie career brief, job history, orders, or retirement summary.
1.5 All Instructors proposed for this effort shall be considered Subject Matter Experts (SME). SMEs are certain experienced professional and/or technical personnel that are essential
for successful accomplishment of the work to be performed in support of this requirement. If any of the proposed personnel become unavailable for performance prior to or during
performance of this requirement, the contractor shall promptly notify the contracting officer within 24 hours. The resume(s) of the replacement personnel shall be submitted to the
Contracting Officer for review and approval within 48 hours of notification that contracted personnel are unavailable. Notification of approval or disapproval will be sent to the
contractor within 48 hours after receipt of the resume(s). The Government will list the Key Personnel in the resulting contract through a contract modification.
1.6 The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities and feedback/progress reports for each student. The course shall
not be in the lecture format. A ‘learn by doing’ approach shall be used in conjunction with an advanced learning philosophy, repetition, varying degrees of stressors and all
practical learning environments.
2 Facilities Requirements: facility information and teaming arrangement (if applicable) shall be provided in capability statement.
2.1 The awarded contractor’s training complex shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and
facilities to fulfill the training and logistical requirements of this PWS:
2.2 Mobility training course must include austere and unimproved roads as well as improved driving surfaces to provide the most accurate terrain the 720th OSS will encounter during
deployed operations.
2.2.1 High Speed on road and off road requirements:
a) Multi-day Course (5-days) for practical field-training
b) Closed circuit track IOT avoid accidents (at least 1.5 miles of improved roads)
d) Washed Out Roads (at least 6 miles of unimproved roads)
e) Finished and unfinished Terrain Suitable for High Speed Driving
f) Sand/Dirt
g) Mountainous, Rocky, Loose, and Occasional Steep Terrain
h) Low Traction Terrain
i) Ability for Driving at Night
j) Paramedic on site during training iterations
k) Field expedient Tire repair
l) Wet-Dry pavement transitions
m) Water Crossing
n) Familiarity of Manual and automatic transmission
o) Accident avoidance
3 Contractor Materials Requirement
3.1 Any personal protective equipment (PPE) required for safe training that is not government provided (helmet, body armor, eye protection, uniform, boots). Any such equipment must be
in quantities/sizes sufficient to protect all students. Equipment shall be in good condition and working order and be properly sized to each student.
3.2 NSCV-type training vehicles for use throughout training, to include 4-wheel drive, high center-of-gravity vehicles that emulate the current SOCOM Program of Record NSCV vehicles,
which are Toyota Hilux and Toyota Land Cruiser. Vehicles shall be in sound mechanical condition, with all preventative maintenance completed.
3.2.1 All training vehicles (NSCVs) shall be equipped, at minimum, with ROPS (roll-over protection system) and fire extinguishers. Contractor shall ensure that the training platforms
are properly maintained and ready for safe operation on a daily basis, prior to the beginning of each training day.
3.2.2 Armored training vehicles, such as a modified Chevy Suburban, Toyota Land Cruiser or other like vehicles, capable of transporting 4 personnel, shall be utilized for tactical
driving movements.
3.2.3 The contractor shall provide sedan and SUV style vehicles, both armored and un-armored, to be used by role players and SOST members during full mission profiles. These vehicles
shall be used for all aspects of training.
3.4 Any and all supplies, equipment and manpower necessary for training vehicle refueling, maintenance and repair.
3.5 The awarded contractor will provide: all vehicle related training tools to include: parts for maintenance, tools, winches, vehicle recovery kits, and fuel.
