This is a SOURCES SOUGHT Market Survey. The United States Army Contracting Command, Tenant Division, Facilities Branch is conducting a Sources Sought market survey to determine potential sources capable of fulfilling an Administrative Religious Education Coordinator Services contract in support of Aberdeen Proving Ground military religious and worship activities. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE (SAM.gov) FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.

THERE IS NO SOLICATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does it issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request.

Place of Performance: The work to be performed under this contract will be performed at Aberdeen Proving Ground (APG), Maryland.

Required Capabilities: The U.S. Government is seeking sources to support a contract for an Administrative Religious Education Coordinator in support of Aberdeen Proving Ground military religious education and worship activities. The purpose of this Sources Sought Survey is to identify sources that can:

• Demonstrate a familiarity with and a commitment to support the Christian Faith and practices.
• Hold a Bachelor of Arts or Bachelor of Science degree in Religious Education or equivalent with a minimum of 2 years’ experience in the areas of religious education coordination and teaching faith formation programs.
• The ability to communicate effectively with chaplains, volunteers (to include parents and youth), and government representatives in English orally and in written format (i.e., advertising and marketing, instructions, invoices, etc.).
• The ability to work with multiple congregations & faith groups. Effective interaction with individuals from different religious faith groups is imperative.
• Must be able to read, write and speak English fluently and clearly with excellent comprehension.
• Experience in military chapel programs is preferred as the position relates to interacting with military families and staff continuously.
• Be able to obtain a government issued Common Access Card (CAC) and base access.

Hours of Operation: The contractor is responsible for conducting business, between the hours of 0830-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

3. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver administrative capability, organizations should address the administrative and management structure of such arrangements.
