This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6913G623Q300012 is issued as a Request for Quotation (RFQ).

This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2023-01, effective 12/30/2022. The NAICS Codeis 541519. The small business size standard is $34.0M.

The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) in supporting Federal Railroad Administration (FRA), intends to solicit and award a sole source purchase order to Transportation Technology Center, Inc., in accordance with FAR 13.106-1(b).The Volpe Center has a requirement to renew two licenses to operate NUCARS software from date of award through 1/31/2024. NUCARS is the only simulation package that has been sufficiently validated to predict the nonlinear dynamic response of North American railroad vehicles to specified track conditions and is a proprietary software of Association of American Railroads (AAR) that is required for rail dynamics studies. NUCARS software is required to access the results from decades of past simulation work performed by Volpe Center engineers.

REQUIREMENTS/SPECIFICATIONS (see attachment):

The Government intends to award a firm fixed price purchase order as a result oft his Combined Synopsis/Solicitation. Please provide a firm fixed price quote on the specifications attached.

PERIOD OF PERFORMANCE: February 1, 2023 to January 31, 2024.
