This is a Sources Sought Notice in preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) Office of Protected Resources (OPR) is conducting market research to determine potential sources for Globalstar SmartOneC and SPOT Trace tracking tags, activation, and service plans. The North American Industrial Classification System (NAICS) code is 334513 Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables. The size standard for this NAICS codes is 750 employees.
The information provided by vendors shall be used to evaluate potential resources interested and capable of providing the Tracking Tags, activation and service to NOAA Fisheries/OPR.
OPR requires SmartOne C tracking devices and SPOT Trace tracking devices, service plans for SmartOne C devices, activation for SmartOne C devices, annual service plans for SPOT Trace devices, activation for SPOT Trace devices, and replacement. This procurement is necessary to continue studies on sea turtle mortality and carcass drift in the Gulf of Mexico. This work is planned for February through May 2023 and additional studies will be conducted in 2024 and 2025.
Existing SPOT Trace devices will be used in addition to new SmartOne C devices that will be purchased for this project. Devices shall operate on Globalstar’s satellite network and data processed shall use Globalstar’s online cloud-based platform. Both of these devices require distinct service plans, shall interface with Globalstar’s satellite network and be assimilated for downloading from a single customer portal. The devices shall be capable of transmitting location data in remote locations with a similar degree of accuracy via the same satellite network.

Capability Statements and Documentation Comments must be submitted in writing; telephonic inquiries will not receive a response.
This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this notice or reimburse for costs incurred by interested parties providing the information requested herein. No collect calls will be accepted.
