Description
Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a
firm-fixed priced contract (Period of Performance: 12 Months) to Biomerieux, Inc. for the procurement of the instrument, software, reagents, training, manuals, interface and connection,
and Service agreement for Virtu Blood Culture Instrument. Delivery will be made to: Central Texas Veterans Healthcare System (CTVHCS) Olin E. Teague 1901 Veterans Memorial Dr. Temple, TX
76504 ATTN: Microbiology Building 163 RM 1D105. Item Description 0001 Virtual Blood Culture Full-Service Warranty, Software Upgrade, and Reagents/Consumables The proposed sole source
procurement will be made by a pricing agreement with Biomerieux, Inc., based upon pricing from previous contracts. The sole source justification request submitted by the requesting
activity stated that a sole source is required because the current Virtuo (Biomerieux) system is fully interfaced with our existing automated bacterial identification and susceptibility
system (Vitek 2). The Virtuo is the next generation of blood culture system by BioMerieux that incorporates full automation via a conveyor belt system that scans and loads the bottles,
reducing the risk of mis-loading the bottles. It also has a smart scanning capability that can provide instant recognition of barcode labels and automated blood volume detection. The
Virtuo also meets the CAP standards for real-time notification alarms for overfilled and underfilled bottles. We currently have the Virtuo, and it was leased for five years at the end of
the current contract we will own the analyzer. The best option is not to pursue another leased analyzer but to receive reagents/consumables and a full-service warranty on an as-needed
basis as we will own the analyzer after the current contract ends. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an
offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Proposals
or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within five (10)
days from the publication of this notice, a contract will be issued to Biomerieux, Inc., without any further notice. The anticipated statutory authority permitting other than full and
open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Needs.
