COMBINED SYNOPSIS/SOLICITATION

Non-Personal Services for administrative and professional support for the Fellowship Programs.

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR subpart 12.6 and FAR subpart 13.5, as supplemented with additional information included in this notice.

(ii) This solicitation is a request for quotation (RFQ). Submit written quotes on RFQ Number 1305M223QNCNP0020.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 (DEC 2022).

(iv) This solicitation is being issued as 100% set-aside for small business concerns. The associated NAICS code is 541990, with a corresponding size standard of $17 million.

(v) A list of line item numbers and items is located in Attachment B of the Pricing Schedule.

(vi) A description of requirements is as follows: The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coastal Management (OCM) has a need for administrative and professional support services for the Fellowship Programs. Please see the attached Performance Work Statement for additional description and requirements which apply to this requirement.

(vii) The period of performance shall be as follows: One (1) five (5) year ordering period for a total period of performance from August 01, 2023 through July 30, 2028.

Performance is required in different locations across the U.S. and in the Pacific and Caribbean Islands, and the place of acceptance is:
