The Government of Ukraine (GoU) has established the Ukraine Project Preparation Facility (Ukraine Government PPF) to support preparation of investment projects for Ukraine’s recovery and reconstruction under the State Organization “Agency on support Public-Private Partnership” (hereinafter - PPP Agency). The Ukraine Government PPF is supported by the World Bank Group (WBG) through the Project “Preparation of Sustainable Projects to Promote the Recovery of Ukraine” (PREPARE Ukraine)” (hereinafter referred to as the Project). PREPARE Ukraine is financed by grants from the Ukraine Relief, Recovery, Reconstruction, and Reform Trust Fund (URTF) administered by the World Bank. The Grant Agreement (URTF No. TF0C8992) for the initial tranche of $44.5 million was signed between Ukraine and the World Bank on July 10, 2025 from donor contributions, including the US, UK FCDO and other URTF donors.
PPP Agency is responsible for operation of the Ukraine Government PPF and implementation of the PREPARE Ukraine Project under general supervision of the Ministry Economy, Environment and Agriculture of Ukraine (hereinafter – MoE) in line with the World Bank policies and requirements. Within the Ukraine Government PPF program, PPP Agency’s functions include (i) preparation of investment projects from the Single Project Pipeline (SPP) prioritized as part of the Ukraine’s public investment management (“PIM”) process, approved by the Strategic Investment Council (SIC), and submitted to the PPF/PPP Agency (hereinafter – Investments), and (ii) at the same time building the capacity of the Government of Ukraine in preparing effective and bankable public investment projects that meet international standards, including those of the EU.
PPP Agency created a Project Implementation Unit (hereinafter – PIU) for day-to-day management of the Ukraine Government PPF activities and implementation of the PREPARE Ukraine Project, including disbursements, financial management, reporting and other Project related activities. PIU shall be responsible for performing all the activities and functions of the Ukraine Government PPF and reporting to the World Bank as well as general coordination of activities and reporting under the PREPARE Ukraine Project [through the MoE].
The need for the PPP Agency to engage consultants by purchasing their services is justified by the need for effective implementation of the Ukraine Government PPF activities funded under PREPARE Ukraine Project, defined general standards for operations, ensuring their universality and transparency, and facilitating and assisting the staff of the PPP Agency, as a Project participant, in the decision-making process.
PREPARE Ukraine Project is implemented as the Investment Financing Project and regulated by the Decree of the Cabinet of Ministers of Ukraine dated 27.01.2016 № 70 “On the procedure for the preparation, implementation, monitoring and completion of the implementation of economic and social development projects of Ukraine supported by international financial organizations”, other legal acts of the Cabinet of Ministers of Ukraine, Orders of MoE and Project Operations Manual for PREPARE Ukraine, as approved by the World Bank.
The Monitoring and Evaluation Specialist will support the PPP Agency and the Ukraine Government PPF team in ensuring the overall implementation progress of PREPARE Ukraine Project in line with the World Bank policies and requirements. This will include (i) monitoring progress of all activities financed under PREPARE Ukraine grant against the implementation and procurement plan; (ii) collecting and evaluating relevant information to track and report on achievement of results indicators set for the Project; (iii) promptly reporting any significant changes, their causes, and proposed corrective actions, and (iii) assisting the PPF team in addressing any issues related to the implementation delays.
The Monitoring and Evaluation Specialist will perform the following tasks:
The services shall be provided in the city of Kyiv (with the possibility of remote service provision) from the start of the implementation period for 1 calendar year (Approximately from February 01, 2026).
The detailed Terms of Reference (TOR) for the assignment are attached to this REOI.
The PPP Agency invites eligible consultants (the "Consultants") to express their interest in providing the Services. Eligible Consultants shall provide information confirming that they have the qualifications and experience required to perform the Services. The selection of most qualified and experienced Consultant for the assignment will be based on the following criteria:
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (September 2023 edition), setting forth the World Bank’s policy on conflict of interest.
A consultant will be selected under IC selection procedure as set out in the Procurement Regulations.

The Monitoring and Evaluation Specialist will report to the PIU/PPF Project Manager, Director of the PPP Agency, and Project Coordinator appointed from the MoE.

VII. PLACE, DURATION AND REMUNERATION
The services shall be provided in the city of Kyiv (with the possibility of remote service provision) from the start of the implementation period for 1 calendar year (Approximately from February 01, 2026). The services will be provided on a full-time basis with 3 months probation period and option to extend subject to the Consultant’s appropriate performance of the services. The term of the Contract for Consulting Services may be extended until the Project Closing Date (June 30, 2030) or such other date as agreed by the parties in writing, as may be necessary.The Consultant’s services shall be paid on the monthly basis according to the rate approved at the moment of executing the full-time contract.
