Branch of the organization «Solidarites International» in Ukraine (hereinafter called "Client"), financing from Agence Française de Développement ("AFD") toward the
cost of the project “Розвиток (Rozvytok) : Renforcement des capacités des entités locales pour la réponse d"urgence et l’amélioration des services publics
d"accès à l"eau et à l"assainissement dans les oblasts du sud et de l"est de l"Ukraine”. The Client intends to apply a portion of the proceeds of this financing to
eligible payments under the Contract for which this Request for Quotations (RFQ) is issued.
The Client now invites Proposals to provide the following consulting services, hereinafter referred to as "the Services".
1. Batch 1: Environmental and Social Studies, including Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (ESMP), Stakeholder
Engagement Plan (SEP), and other required environmental and social due diligence, Socio-Economic Studies and Feasibility / Technical Studies.
2. Batch 2: Gender and inclusion study.
More details on the Services are provided in the Terms of Reference.
The participant can submit a commercial offer for both lots or for a separate lot.
The languages of this call for quotations are:
• English
• Ukrainian
We kindly inform you that the main reports of Services should be prepared in English. Only some sections may be translated into Ukrainian upon specific request.
I. Composition of the proposal:
1.1. Administrative documents and information:
1.1.1. Ownership structure of the company.
1.1.2. Reference in an arbitrary form, which contains the contact details of the participating company (with an indication of the details of the Participant.
1.1.3. A copy of the state registration certificate or a copy of an extract from the Unified State Register of Legal Entities and Individual Entrepreneurs (for Ukrainian
companies) or a similar document for foreign participants.
1.1.4. A copy of the Charter or other founding document certified by the participant.
1.1.5. A copy of the certificate (extract from the register of taxpayers) on the registration of a taxpayer or similar document.
1.1.6. Completed and signed annexes:
APPENDIX 1 – Statement of Integrity, Eligibility and Environmental and Social Responsibility
APPENDIX 3 – Environmental, Social, Health and Safety (ESHS) Statement of Commitment
APPENDIX 4 – Security Statement of Commitment
1.1.7. Power of Attorney for the person who signed the documents.
1.2. Documents for technical and financial proposals:
1.2.1. For Batch 1, the technical requirements for bidders are outlined in section “5) Consultant profile”, and the required documents for this RFQ are listed in
section “7.2 Documentation to be provided by the consultant”.
For Batch 2, the technical requirements for bidders are described in section “e) Consultant profile”, and the required documents for this RFQ are listed in section
“f) Documentation to be provided by the consultant”.
1.2.2. The financial proposal must contain, in addition to prices, the following information: offer date, offer validity period, payment terms, company seal and signature
of its legal representative. Please provide the commercial offer in .xlsx format, as well as signed by the authorized representative of the participant.
Prices must be quoted in EUR, inclusive of all applicable taxes.
The European Commission’s official exchange rate will be used for any conversions to local currency (UAH) if required. This rate can be found at: https://commission.europa.eu/funding-tenders/procedures-guidelines-tenders/information-contractors-and-beneficiaries/exchange-rate-inforeuro_en.
No other exchange rates will be accepted.
The validity period of the offer must be no less than 90 calendar days.

III. Submission of the proposals
In accordance with our commitment to reducing our carbon footprint, SI invites bidders to submit their proposals electronically via email to:
ukr.tender@solidarites-ukraine.org.
It is strongly recommended to send all documents in a single email.
However, if the total size of the attachments exceeds 15 MB, please split them and send via multiple emails.
Documents may be sent in compressed formats (e.g., ZIP).
Links to external online storage platforms (such as Google Drive, Dropbox, etc.) will not be accepted.
The name of the electronic letter should be:
A) PF-UKR-00333 Studies Tech – [name of Participant] – [letter number].
This letter should contain exclusively administrative and technical documents (points 1.1 and 1.2.1).
B) PF-UKR-00333 Studies Fin – [name of participant] – [letter number].
This letter must contain exclusively financial documents (clause 1.2.2).
The letter number indicates its serial number in case all documents did not fit in one letter and had to be sent in several separate letters.
IV. Clarifications.
Participants are encouraged to send all questions regarding this tender to the following email address: ukr.questions@solidarites-ukraine.org.
All questions will be answered within 7-10 days of receipt.
When requesting clarifications, no reference to pricing is allowed.
Phone calls or instant messages to the SI office or SI staff regarding this tender will not be accepted.
Any participant attempting to contact SI through means other than the provided email address will be automatically disqualified from the process.
The responses will be shared with all participants once a week, every Thursday, if there are any questions.
Clarifications may be requested no later than 14 Days before the submission deadline.
SI reserves the right to contact participants for clarifications after opening the proposals.
V. The Cost of Preparation of the Proposal
The Consultant shall bear all costs associated with the preparation and submission of its Proposal, and the Client shall not be responsible or liable for those costs,
regardless of the conduct or outcome of the selection process.
