Name of the Contract: Creation of information protection systems in information and communication systems of the Unified State Qualification Exam and "Bank of test tasks" Module

Contract number: MOES-C1-EXAMS-04-USQE-CIPS

1. Ukraine received the Loan No. 9238-UA from the International Bank for Reconstruction and Development (IBRD) in US dollars to finance the Ukraine Improving Higher Education for Results Project and intends to use part of the funds to make payments under the Contract No. MOES-C1-EXAMS-06-AWS-NMT-R "Creation of information protection systems in information and communication systems of the Unified State Qualification Exam and "Bank of test tasks" Module" .

2. The Ministry of Education and Science of Ukraine invites eligible participants to submit sealed proposals for the provision of services for the сreation of information protection systems in information and communication systems of the Unified State Qualification Exam and "Bank of test tasks" Module. More detailed information is provided in the Terms of Reference.

The expected duration of the provision of services is 5 (five) months from the date of signing the contract.

3. The World Bank requires compliance with the Bank"s Anti-Corruption Guidelines and its applicable sanctions policies and procedures, as outlined in the World Bank Group Sanctions Framework. In further compliance with this policy, Bidders shall permit and require their agents (whether declared or not), subcontractors, sub-consultants, service providers, suppliers and personnel to permit the Bank to inspect all invoices, records and other documents relating to the request for quotations and execution of the contract (in case of award), as well as for their verification by auditors appointed by the Bank.

4. The participants must meet the following minimum criteria:

Implementation of at least 5 contracts similar in nature and complexity to those listed in the TOR since 2019;

Availability of a license from the State Service for Special Communications and Information Protection of Ukraine to conduct business activities in the field of technical information protection services;

The Participant must demonstrate the availability of the group of experts with the appropriate qualifications that is minimally necessary for the implementation of the assignment.
