Assignment Title: Procurement Specialist

The Kyiv School of Economics Institute (KSEI) has received financing from the World Bank toward the cost of the Center for Advancement in Restoration and Modernization Capacity (CARMC) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include providing part-time procurement support to the Project Implementation Team (PIT) of the CARMC Project, including preparation and management of procurement plans, documentation, and procedures in accordance with the World Bank Procurement Regulations; advising technical teams; coordinating and monitoring procurement procedures and contract implementation; liaising with the World Bank. The assignment is estimated at approximately 5 to 10 working days per calendar month throughout the Project implementation period until June 30, 2028, with an expected start date in 2025, and services delivered primarily in Kyiv, Ukraine, with the possibility of remote work as consistent with the Terms of Reference.

The Kyiv School of Economics Institute now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are: a Master’s or complete higher education degree in procurement, economics, law, public administration, finance, accounting, audit or a related field; experience in conducting and managing procurement processes in accordance with rules and procedures of international financial institutions (IBRD, EBRD, EIB etc.) and/or donors, including preparation of procurement documents, tender evaluation, and contract administration; fluency in Ukrainian and at least intermediate proficiency in English; confident PC user, including proficiency in Microsoft Office, e-mail, and databases. Desirable qualifications include experience with the Prozorro e-procurement system, preferably in conducting donor-funded procurement procedures; practical experience in procurement under World Bank-financed projects in accordance with the World Bank Procurement Regulations for IPF Borrowers, including preparation of procurement strategies and documents, evaluation reports, support technical teams in the development of terms of reference and technical specifications, and contracts administrations; and experience with the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) tool.
The attention of interested Consultants (including firms) is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
