Assignment Title: Environmental and Social Specialist

The Kyiv School of Economics Institute (KSEI) has received financing from the World Bank toward the cost of the Center for Advancement in Restoration and Modernization Capacity (CARMC) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include supporting the Project Implementation Team in ensuring compliance with the World Bank Environmental and Social Framework and the Environmental and Social Commitment Plan; identifying and managing E&S risks and impacts; preparing and updating required E&S documentation; providing training and guidance to stakeholders; coordinating with the World Bank; and contributing to reporting and monitoring. The assignment is estimated at approximately 5 to 10 working days per calendar month throughout the Project implementation period until June 30, 2028, with an expected start date in 2025, and services delivered primarily in Kyiv, Ukraine, with the possibility of remote work as consistent with the Terms of Reference.

The Curriculum Vitae (CV) must be prepared in accordance with the template provided in Annex II [https://docs.google.com/document/d/16kbq-2nXNOfrAVS6jh6fnXtQ-UNxPvy0/edit?usp=sharing&ouid=108725934557955254810&rtpof=true&sd=true] to the REOI.
The Kyiv School of Economics Institute now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are: higher education degree in environmental science, social sciences, engineering, environmental protection disciplines, or a related field; at least 3 years of professional experience in environmental and social management, preferably in projects funded by international organizations, or a related field; experience in stakeholder engagement on projects. Experience in stakeholder engagement on projects funded by International Financial Institutions (please specify at least one project) will be an advantage; experience with environmental and social issues in development projects, including gender sensitivity, inclusion of vulnerable groups, stakeholder consultation, citizen engagement and grievance redress; understanding of Ukrainian legislation on social and environmental assessment, access to information, public consultation, labor and working conditions, grievances, etc; strong understanding the World Bank environmental and social standards; proficient organizational, communication and collaboration skills with stakeholders, including local communities, authorities, and international partners; excellent knowledge of Ukrainian language and English will be preference, including report-writing skills; proficiency in Microsoft Office Suite (MS Word, Excel, PowerPoint) and data processing and reporting tools. Desirable qualifications include ability to develop and implement training programs and materials on environmental and social responsibility for diverse audiences; experience in conducting environmental and social analysis, developing mitigation measures, monitoring, and reporting; experience in delivering trainings or public presentations on environmental and social standards in development projects; ability to organize consultation meetings with communities and gather their feedback for consideration in project activities; understanding of Public Investment Reform and its legislative framework.
The attention of interested Consultants (including firms) is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2023 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
