  • Ukraine has received financing from the World Bank toward the cost of Ukraine – Improving Power System Resilience for European Power Grid Integration (Installation of Hybrid Systems for Electricity Production in PJSC “Ukrhydroenergo”) Project, and intends to apply part of the proceeds toward payments under the contract for Turbine and Generator for Dniester PSP supply. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

2. PJSC “Ukrhydroenergo” now invites Bids from eligible Bidders for the purchase of the following goods:

All the listed goods will be subject to procurement within a single Contract (no lots)

  • Pump-turbine – 1 pc.
  • Mandatory spare parts for pump-turbine - 1 set.
  • Motor-generator – 1 pc.
  • Mandatory spare parts for motor-generator - 1 set.

Final Destination (Project Site) – "Directorate for Construction of Dniester PSP Branch of PJSC “Ukrhydroenergo”, 71 Tsentralna str., Vasylivka village, Dnistrovskyi district, Chernivetska region, 60232 Ukraine.

Goods shall be delivered within period of 22 months from the date of the Contract signing.

The Related services are required to be provided:

  • Training of the Purchaser"s specialists to perform installation of the delivered devices, their setup, commissioning and maintenance of the pump-turbine;
  • Training of the Purchaser"s specialists to perform installation of the delivered devices, their setup, commissioning and maintenance of the motor-generator;
  • Internship at the equipment installation site (Dniester PSP) in the Purchaser"s country;
  • Supervision of installation and commissioning of the pump-turbine;
  • Supervision of installation and commissioning of the motor-generator;
  • Factory tests (at the Supplier’s factory) of the pump-turbine;
  • Factory tests (at the Supplier’s factory) of the motor-generator;
  • Model tests at the Supplier’s production site;
  • Development of technical documentation.

The prospective Bidders shall meet the following Qualification Criteria:

  • Financial Capability: The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last five (5) fiscal years prior to the deadline for submission of bids, demonstrating the current stability of the Bidder"s financial condition.
  • Specific Experience: The Bidder shall demonstrate that it has successfully and substantially completed[1] at least one (1) contract within the last 6 (six) years, starting from January 1, 2019, with a value of at least 49 million US dollars in equivalent, or at least two (2) contracts each with a value of at least the equivalent of US dollars 35 million that are similar in nature and complexity to the Goods and Related Services under this Contract.
  • Documentary Evidence: The Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement: no requirements.
  • Manufacturing experience and Technical Capacity: The Bidder who is the manufacturer of the equipment to be offered shall provide documentary evidence (for instance, copies of extracts from contracts, acceptance test reports, commissioning reports, etc.), to demonstrate the following:
  • The Bidder has manufactured goods of similar nature and complexity (reversible hydro units of 200 MW capacity in generator mode) for at least ten (10) years, starting from January 1, 2014; and
  • The volume of manufacturing goods of similar nature and complexity (reversible hydro units of 200 MW capacity or more in generator mode) throughout past ten (10) years, starting from January 1, 2014, amounted to at least three (3) units of such equipment; and
  • The Bidder has manufactured goods and commissioned reversible hydro units 200 MW capacity or more with a design head of 100 m to 200 m and a rated rotation speed in the range of 100 rpm to 200 rpm throughout past ten (10) years, starting from January 1, 2014. The Bidder shall provide documentary evidence of the implementation of at least three (3) projects with the above criteria;
  • Manufacturer’s authorization: A Bidder who is not manufacturer of item No. 1 – Pump-turbine and item No. 2 – Motor-generator, shall provide evidence of being duly authorized by a manufacturer, meeting the qualification criteria in (d) (i), (ii) and (iii) above, to supply the Goods;

Evaluation of combined Technical and Financial Parts shall be applied.

The weight to be given for cost is: 0,6

The weight to be given for the technical evaluation is: 0.4

The following technical factors as applicable:

  • Availability of a representative office or service center in Ukraine to provide technical support related to the maintenance and repair of the Goods supplied under the Contract. The bidder shall commit to ensure the office or service center is operational with staff, equipment and facilities before the project completion date;
  • Innovative approach to the design, engineering and production of turbines and generators;
  • Implementation of policies for sustainable development and environmental responsibility.

Evaluation of the Financial Part shall take into account, in addition to the Bid Price the following factors:

  • Delivery schedule;
  • Performance and productivity of the equipment.

A margin of domestic preference shall not apply.

Detailed information is described in the Bidding Documents.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” (November, 2020 edition) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

The Purchaser shall use the following electronic-procurement system to manage this Bidding process:

“Electronic procurement system” or “e-procurement system” means national electronic procurement system “Prozorro” available at https://prozorro.gov.ua/, including authorized electronic procurement marketplaces.

In order to submit the Bid and/or request clarifications, the Bidder shall register at one of the authorized electronic marketplaces of Bidder’s choice in accordance with terms and conditions of selected marketplace.

4. Interested eligible Bidders may obtain further information from PJSC “Ukrhydroenergo” by filling requests through the authorized electronic procurement marketplace referred to in clause 3 above. Requests for clarification should be submitted by the Bidder no later than 14 days prior to the bid submission deadline indicated in the e-procurement system.

The Purchaser shall organize and the Bidders shall be invited to attend the pre-bid meeting, which will be held in the format of a video conference.

Date of the pre-bid meeting: April 02, 2025.

Time: at 10:00 a.m. (Kyiv time)

5. The full set of bidding documents in English, including addenda and clarifications thereof, if any, is published by the Purchaser at the website of electronic procurement system and will be available for free for downloading at the following link:

6. Bids must be submitted by uploading the complete Bid documents through the electronic-procurement system before the bids submission deadline which is 17:00 p.m. (Kyiv time) on June 30, 2025. After the deadline the bidders will not be able to submit the bids and this option will be closed by the system automatically.

The Bid shall constitute of documents representing a “TECHNICAL PART” and a “FINANCIAL PART”, uploaded to the e-procurement system under appropriate category (type), as indicated in Section II. Bid Data Sheet of the Bidding Document.

After the deadline for submission of the Bids, the “TECHNICAL PART” of the Bid (except those marked as confidential(private)), will be opened by the system automatically and will become available for the Purchaser, other bidders and/or any interested party.

Documents belonging to the “FINANCIAL PART” will not be opened at this stage provided that they have been uploaded to the e-procurement system under appropriate category (type).

7. All Bids must be accompanied by a Bid-Securing Declaration, submitted together with documents constituting “TECHNICAL PART” of the Bid.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

[1] As a proof of qualification, the Bidder may also submit existing (partially completed, long-term) contracts, provided that these contracts are being implemented without violation of the terms of their execution and the actual volume of execution is at least 75% of the total volume of the contract.
