The Ministry of Health of Ukraine (“Recipient”) has received financing in the amount of US$ 5,000,000 equivalent from the World Bank and International Development Association, acting as administrator of Ukraine Relief, Recovery, Reconstruction and Reform Multi-Donor Trust Fund, toward the cost of the Transforming Healthcare through Reform and Investments in Efficiency Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components:
A. Strengthen the capacity of the National Health Service of Ukraine (ՙՙNHSU՚՚) and the Ministry of Health of Ukraine (ՙՙMoH՚՚) to implement the Program of Medical Guarantees (ՙՙPMG՚՚) reforms by:
(i) Improving NHSU’s information technology infrastructure through the provision of information technology equipment, servers, software licenses, and vehicles;
(ii) Improving the administration of the e-Health system, strengthening NHSU’s cybersecurity capabilities, developing additional modules for the eHealth central database, and supporting risk-based electronic contract monitoring оf healthcare providers’ compliance with contract requirements;
(iii) Providing capacity building for NHSU and MoH staff (at the central and regional levels) related to health system management and financing, contract management, audit, control, health information managements systems, аs well аs management and monitoring оf energy efficiency and alternative energy sources in healthcare settings;
(iv) Enabling NHSU access to regional and international experts and consultants.
B. Supporting the Recipient for general management and implementation of the Project, including inter alia, procurement, financial management, monitoring, evaluation, and reporting, technical assistance, data collection and analysis, hiring thе Verification Agent, Training and Operating Costs, environmental and social aspects and supervision of implementation of the Environmental and Social Commitment Plan.
Procurement of contracts financed by the World Bank and International Development Association will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers July 2016 (revised in September 2023), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website Recipient’s website https://moz.gov.ua/ and https://prozorro.gov.ua/.
