Assignment Title: Specialist in Legislative Development for Higher Education Reform

Reference No. MOES-C3-05-SUP-IC-01

The Ministry of Education and Science of Ukraine (MOES) has received financing from the World Bank toward the cost of Ukraine Improving Higher Education for Results Project (hereinafter referred to as Project) and intends to apply part of the proceeds for consulting services.

The Project aims to increase efficiency and improve conditions to ensure quality and transparency in the higher education system of Ukraine.

The objective of this assignment is to support MoES to strengthen strategic planning, change management and financial management in terms of preparing and introducing changes to laws and by-laws for the implementation of higher education reform.

The Consultant will be contracted through competitive selection in line with World Bank Procurement Regulations for IPF Borrowers, Nov 2020.

MOES now invites qualified interested persons to submit their expression of interest in Ukrainian and English as provided in the Terms of reference.
