The Ministry of Health of Ukraine (“Borrower”) has received financing in the amount of US$ 100,000,000 equivalent from the World Bank toward the cost of the Health Enhancement and Lifesaving (“HEAL”) Ukraine Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following parts:
PART 1. ADDRESSING NEW AND URGENT HEALTH NEEDS FOR MENTAL HEALTH AND REHABILITATION
Subcomponent 1.1 Scale-up of mental health and rehabilitation services:
Provision of Payments for Program of Medical Guarantee (“PMG”) Services to selected health facilities for the expansion of (a) mental health services, and (b) rehabilitation services under the mental health and rehabilitation packages of the Program of Medical Guarantees.
Subcomponent 1.2 Preparing for scaled delivery of mental health and rehabilitation care:
Delivery f quality mental health and rehabilitative care services through:
PART 2. FURTHER IMPROVING AND STRENGTHENING PRIMARY HEALTH CARE
Subcomponent 2.1 Restoring and improving the delivery of essential primary health care (“PHC”) services
Restoring essential health services at the primary health care level through the provision f Payments for PMG Services for:
Subcomponent 2.2 Recovery of the PHC network
PART 3. RESTORING AND MODERNIZING HOSPITAL CARE IN LINE WITH REFORM DIRECTION
Restoring and strengthening service delivery in hospitals through:
PART 4. SUPPORTING ACITY BUILDING, DIGITALIZATION AND INNOVATIONS
Subcomponent 4.1 Digital development and innovations
Subcomponent 4.2 Strengthening f institutions
(a) Strengthening the capacity f MoH, NHSU, e-Health gen, and Center for Public Health, or any other institution in the health sector selected in accordance with the criteria described in the and agreed with the Bank; (b) use of third-party monitoring, implemented by non-government organizations, for improved governance and accountability; and () standardization and improvement of the quality of services.
Subcomponent 4.3 Project management
Providing support for Project implementation and management including: (i) support for procurement, financial management, environmental nd social risk management, monitoring and evaluation, external audit and reporting; (ii) recruitment and Training of Project implementation Unit (“PIU”) and technical consultants; and (iii) Operating Costs.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers, dated November 2020 (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, Borrower’s website https://moz.gov.ua/ and https://prozorro.gov.ua/.
