When the framework is initially opened, there will be no minimum or maximum number of ‘providers with property’ appointed to the framework. A maximum number of six ‘providers without property’ will be appointed to the framework (further information will be available in the tender documents).

Call-off contracts from the framework agreement shall follow the terms of the framework agreement, including how a call-off contract is concluded. How a call-off contract is concluded is explained within the tender documents.

The requirement
The Young People’s Supported Accommodation Pathway – 16-25 years (the ‘pathway’) will provide accommodation-based support for young people aged 16-25.

The council’s vision is to develop an innovative and sustainable pathway that prepares young people for independent living, is responsive to the needs of young people, provides value for money for the council and supports the health and wellbeing of young people in psychologically informed environments.

The pathway will support young people to achieve positive outcomes in other areas of their lives alongside housing – for example in education, training and employment, health, and emotional well-being.

The council is initially seeking to award call-off contracts for up to 100 units of supported accommodation for young people.

A flexible framework of providers will enable the council to award further call-off contracts over the life of the framework to secure extra provision of up to an additional 100 units of supported accommodation for young people, based on demand.

The framework will include provisions for providers who are offering accommodation ready for the estimated contract start, and providers who are interested in delivering services where accommodation is not yet identified.

A property has been made available by a Landlord for the purposes of this Framework. Bidders may choose to include the available property in their bid. Further details will be provided in the invitation to tender documents.

This opportunity is not suitable for recruitment consultants/agencies. This is not a domiciliary care contract. The requirement is for supported accommodation providers only, not organisations that supply staff.

Lots
This framework agreement is not being divided into lots. Call-off contracts pursuant to the framework will be related to services in one of four sub-categories. Further details will be provided in the invitation to tender documents.

Transfer of Undertakings (Protection of Employment) Regulations or ‘TUPE’
Potential providers must be aware that TUPE may or may not apply. Further details will be available in the invitation to tender.

Term of the framework
The framework is estimated to start 1 April 2026 and continue for a period of seventy-two (72) months. However, call-off contracts may extend beyond the end date of the framework.

Value of the framework
The framework has an estimated total value of up to £19m.

The framework allows for initial call-off contracts to be awarded with an estimated total value of up to £9.5m for up to 100 initial units of supported accommodation.

The council will be under no obligation to utilise the framework agreement. No guarantee is given towards volume or value of work under this framework agreement.

Award criteria
In accordance with the Procurement Act 2023, the Authority’s award decision to appoint providers onto the framework will be made on the basis of the most advantageous tender (MAT). MAT for this contract will be evaluated based on 70% quality and 30% cost. Tender submissions will be subject to minimum quality thresholds. Further details will be provided in the invitation to tender documents.

The breakdown of quality and cost is as follows:

70% Quality made up of:
• Proposed approach to service design, implementation, and mobilisation 20%
• Proposed approach to safeguarding and minimising risk, including health and safety 10%
• Proposed approach to working in partnership with key stakeholders 10%
• Proposed approach to engagement and coproduction 10%
• Proposed approach to social value 20%

30% Cost made up of:
• 20% based on the indicative sustainable weekly unit cost
o 15% of cost will be assessed by evaluating the submitted pricing schedule. Scores will be assigned to the costs by measuring each cost against the lowest sustainably priced tender submitted for each sub-category. The lowest priced tender will achieve the maximum score and any costs above the lowest will be allocated a proportionate score.
o 5% of cost will be awarded if the cost is at or below the indicative sustainable weekly unit cost. Costs over the indicative sustainable weekly unit cost will receive 0% for this element.
• 10% direct/indirect costs
o 10% of the evaluation score will be awarded to the bid that allocates the highest percentage of their tender price to direct costs. Bids that allocate a lower percentage to direct costs will receive a proportionate score.

Total 100%

Bidders should be aware that site visits will be held during the tender process, if appropriate. The purpose of the site visits will be to determine the suitability of properties for the pathway.

We reserve the right to interview leading bidders.

Procurement process
As the value of the contract is above the threshold for wider advertising of the opportunity, a Tender Notice will be published on Find a Tender Service.

This procurement is being conducted in accordance with the Procurement Act 2023 under Section 9, which pertains to Light Touch contracts. The Council is free to establish a procedure, provided the procedure ensures compliance with the principles of transparency and equal treatment of economic operators (service providers).

All economic operators (service providers) who successfully express an interest will automatically have access to the tender documents. Project specific questions will be part of the tender response and will need to be passed before the evaluation of quality and cost. Further details will be available in the procurement documents.

The council reserves the right to reopen the framework at any time to allow new organisations to apply to join. Please refer to the tender documents for more information.
