Description
The Department for Business and Trade ("DBT") has a potential requirement for the provision of research on pay comparability for the Prison Service Pay Review Body
The Secretary of State for DBT is the contracting authority responsible for meeting this anticipated requirement. DBT intends to publish the Contract Opportunity Notice in late
January 2025.
The full specification shall be provided with the tender documents, but it is expected to incorporate a pay comparability exercise, comparing pay for public sector prison staff with
that for jobs deemed to be comparable in the wider labour market, in England and Wales.
The Prison Service Pay Review Body (PSPRB) terms of reference state that: "The Review Body shall also take account of the competitiveness of the Prison Service in England and Wales
with the private sector, and any differences in terms and conditions of employment between the public and private sectors taking account of the broad employment package including
relative job security.
The review body principally meets the above aim by regularly commissioning pay comparability research. The review body"s last commissioned pay comparability research was published in
November 2019 and the review body is seeking an updated piece of research to inform their recommendations on pay. We are seeking a more thorough review for robustness and to see if it
can be improved upon or confirm that this is the best approach.
Suppliers are expected to have expertise in pay benchmarking, job evaluation and data analysis.
Bidders must be able to deliver the methodologies and deliverables outlined in the specification within the required timeframe and must be available for all meetings.
