Description

SCC aims to commission the development of an Evaluation Framework and delivery of an impact and process evaluation for the FGS Service. The scope will include: an Evaluation framework; methodology, evaluation conduct and use and dissemination of learning.

Our holistic and person-centred approach will ensure all factors relevant to the health and wellbeing of clients will be considered and supported.
The programme requires an overall evaluation model to be developed, that will deliver an assessment of outcomes at a population level, the benefits to service users and performance against key service metrics, building on an Outcome Based Accountability framework (population and performance - year on year and over three plus two years). This will include evaluation of the:

Feel Good Suffolk Core Service.
A mapped evaluation approach for the programme for three key thematic areas, Adult Weight Management, Physical Activity and Smoking Cessation for year on year and over the three plus two years - including any procured services.

Assessment of services (face to face [online and in person], telephone, video calls etc.) from service users, wider partners, stakeholders in multiple ways including: -

 Interviews with partners and service users.
 Experience of workforce.
 Dropout rates.
 Behaviour change.
 Reaching and retaining the target groups
 Impact and process .

Assessment of effectiveness, reach, usability and impact of the universal digital platform and website, including the assessment of referral pathways and access elemental.

Cost effectiveness of the service.

Inclusiveness of serve and impact on reducing health inequalities.

Feel Good Suffolk Collaboration
Evaluation of core FGS collaboration - the experience of members and challenges/opportunities in four different governance models.

Assessment of wider impact of collaboration on catalysing additional actions to improve health and wellbeing across Suffolk.

Understanding the impact and role of the Feel Good Suffolk Advisors on the wider system.

Evaluation of the added value and service efficiencies achieved from the new collaborative approach to delivering the service.

The value and challenges identified working with the VCFSE, reviewing the ability to access local community assets and resources and how this has impacted underserved communities.

Weaving insight and links from local projects into this work and understand more about wider Suffolk based activity that the collaboration may not be aware of.
