Abstract:	The commission of a suitably qualified consultant to develop and write an Evaluation Plan, and then to evaluate the National Lottery Heritage Fund (NLHF) Development Phase and Delivery Phase of the Museum of Two Halves project and its associated Activity Plan. The work of the appointed consultant will be divided into two stages: Part A and Part B. In the first stage, Part A, the appointed consultant will develop an Evaluation Plan for both NLHF stages of the Museum of Two Halves project. The appointed consultant will consult with those undertaking the Development Phase and assess the extent to which the project has met NLHF and the Council’s outputs and outcomes and write this up in an end of phase Evaluation Report. The report should also draw out lessons learnt and make recommendations arising from the evaluation for the benefit of the Delivery Stage of the project. In the second stage, Part B, the appointed consultant will consult with all those undertaking, participating in, and benefiting from the Delivery Phase and assess the extent to which the project has met NLHF and the Council’s outputs and outcomes for the project and, in particular, the Activity Plan, and write this up, initially in an Interim Report and then a Final Evaluation Report. 2.1 Title

2.2 Description of the contract

The commission of a suitably qualified consultant to develop and write an Evaluation Plan, and then to evaluate the National Lottery Heritage Fund (NLHF) Development Phase and Delivery Phase of the Museum of Two Halves project and its associated Activity Plan. The work of the appointed consultant will be divided into two stages: Part A and Part B.
