Thirdly, the affordability envelope may be subject to decrease or increase, for any one year, following contract award as a result of an increase or decrease in activity numbers. III.1.4) Objective rules and criteria for participation

Under the Public Services (Social Value) Act 2012, Contracting Authorities must consider:
