Digital Health and Care Wales was established as a new Special Health Authority (“SHA”) in NHS Wales, on 1st April 2021. Created to take forward the digital transformation needed for
better health and care in Wales, DHCW will make services more accessible and sustainable while supporting personal health and well-being. Building on recent digital investment, DHCW has a leading role in delivering the national programmes needed for modern technology-enabled healthcare. These are large-scale developments that will make a significant difference to the people of Wales. DHCW has a bold and ambitious programme of integration and innovation that includes expansion of the digital patient record and the creation of a world-leading national data resource, improving the way data is collected, shared, and used. Key responsibilities are: • Mobilising digital transformation and ensuring high quality care • Expanding access to the Digital Health and Care Record • Delivering high-quality digital services • Enabling big data analysis for better outcomes To deliver the digital aims of Welsh Government and to ensure the very best digital solutions for the people of Wales, DHCW works collaboratively with health and care professionals, patients and public, industry and academia. DHCW is led by a Board made up of executive directors and independent members, which is our most senior decision-making body. Following Welsh Government requirements DHCW is committed to using a benefits-led approach in delivering its strategic benefits across Wales. Whilst the benefits of investing in technology to enable care improvements are widely recognised, very few programmes have been successful at structuring management processes to monitor progress and ensure benefits are realised. To support this ambition DHCW requires specialist resources to support the development and application of an All Wales benefits realisation management for the Welsh Community Care Systems and the Welsh Nursing Care Record. Total quantity or scope of tenderWork package 1- Develop an approach to identifying, quantifying, and measuring, benefits of the WCCIS and the WNCR projects and services on and develop tracking tool to report on the status of benefits achieved. The work is required to be finished with the report on the developments and recommendations for next stages of the project, including possible automation of the process followed during this development. Successful bidders will be required to: • Undertake a number of remote workshops through MS Teams or another suitable solution, with key stakeholders (stakeholders will be identified by/with DHCW but will include DHCW staff, Local Health Boards/Trusts and Local Government bodies) to implement the benefits planning process and deliver final product i.e. benefits plan for the WCCIS and WCNR projects; • Take and Active role in the benefits realisation network group; • Take an advisory role in the design, development and implementation of the reporting tools and the benefits tracking mechanism to identify, measure and report on benefits; • Take an advisory role in design of the online training on benefits realisation process in NHS Wales. |
