Lincolnshire County Council are looking to procure a contract for the treatment / disposal of food waste collected within Lincolnshire. It is anticipated that there could be between 30,000 and 50,000 tonnes of food waste to treat / dispose of per annum, although this tonnage is not guaranteed. This may include the requirement for the Supplier(s) to provide haulage of the food waste to their treatment facility, however a separate haulage contract for the food waste is also being considered by the Council. There may also be a requirement for the Supplier(s) facility to accept direct delivery of food waste from refuse collection vehicles, depending on the location of the Supplier(s) facility. It is anticipated that any contract will commence on or around April 2025, although this date may be amended.

The Council would like to further understand the options available relating to the processing and transportation of food waste.

The Council invites Suppliers to express their interest in this opportunity via the Pro-Contract portal no later than 10th May 2023 at 12:00.

Suppliers who express an interest are also asked to complete the premarket engagement questionnaire published alongside this PIN in the Pro-Contract tender box. Please complete and submit your completed pre-market engagement questionnaire through the Pro-Contract messaging portal no later than 10th May 2023 at 12:00.

The Council is inviting Suppliers to attend one of two pre-market engagement events at the Council’s Energy from Waste facility to be held on 23rd May and 25th May 2023. Suppliers can express their interest in attending one of these events via the Pro-Contract portal no later than 10th May 2023 at 12:00, stating their preferred date for attendance. A presentation will be delivered and any questions and answers raised at the events will be documented and shared via the Pro-Contract portal with all suppliers who have expressed an interest in the opportunity.

The Council may seek clarifications on Supplier submissions or engage in further market engagement relating to the treatment / disposal of food waste which may include additional questionnaires, further events, site visits or face to face meetings.

This is a prior information notice, and is not a call for competition. Therefore full particulars of the procedure, nature and quantity of the services required are yet to be finalised and will be refined through this call for market involvement.
