Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
In 2021/22, following a competitive bidding process carried out by the Home Office, the Warwickshire PCC was successful in attracting funding for a bespoke Domestic Abuse Perpetrator Programme in Warwickshire. The bidding process was a robustly competitive assessment conducted by the Home Office. In preparing the bid the OPCC circulated the needs assessment template to local providers of Domestic Abuse Services.
On the 27th March 2023 the OPCC was informed it had secured additional funding to continue the scheme into 2023/24 and 2024/25. The existing scheme is operated by a local third-sector organisation called the Family Intervention Counselling Service (FICS).
The Home Office only confirmed on Monday 27th March 2023 that the Commissioner had been successful, however there was still a requirement that the extended service commenced on Saturday 1st April 2023 to ensure no gap in provision. As such there was insufficient time to conduct any further procurement exercise.
This is a highly bespoke service designed by FICS. Any potential provider of the programme is required to be "Respect Accredited" (which assesses compliance with the Respect Standards for working with DA Perpetrators). FICS is the only organisation in the West Midlands area that holds "Respect Accreditation".
Therefore due to the time constraints and bespoke nature of the services, a further procurement was not feasible. This scope of the Home Office Funding would place the contract under the threshold of the Light Touch Regime, however with match funding from the OPCC takes it slightly in excess of this across the 2 year extended contract period.
The OPCC plans to undertake market engagement activities shortly for the next round of DA funding.
