Marine Power Systems Ltd. is seeking to appoint a suitably qualified evaluation consultant to undertake a final evaluation of the Full Scale WaveSub Wave Energy Converter (WEC) Prototype Operation. With reference to the Operation Monitoring and Evaluation plan, the evaluation will aim to establish how efficient and effective the operation has been in meeting the aims and objectives set out in the business plan. In doing this, the evaluation will cover the governance of the operation, procurement and delivery processes, dissemination, cross-cutting themes and lessons learned. The expected deliverables include a draft and final report in both English and Welsh. Bidders are invited to propose a suitable methodology in order to undertake the following scope:

Candidates’ quotations shall include a statement

confirming acceptance of the terms and conditions of

the Consultancy Services Agreement. Candidates may

propose minor amendments as tracked changes,

however, significant amendments and/or material

changes to the terms and conditions may be considered

‘non-acceptance’.

Additional Information

MPS will run a single stage procurement process with a period of clarification and negotiation only if

required to arrive at the most economically advantageous tender.

MPS will send the Operation’s Monitoring and Evaluation document once a potential company has

registered interest on Sell2Wales and completed the NDA. A blank NDA is included on Sell2Wales

document number D001-00-CO-FORM-001_03 NON-DISCLOSURE AGREEMENT FORM (NDA).
