      4. Description of the procurement:
         

         NWSSP-PS is seeking to establish a ranked multi supplier framework on behalf of NHS Wales.

         This framework agreement is for the provision of an All Wales Home Parenteral Nutrition Service (HPN)for adult and paediatric patients who are resident or registered with a GP practice within Wales.

         The Service Provider/s will be responsible for providing a Service to patients receiving HPN therapy at home which includes:

         — the manufacture and dispensing of bespoke HPN feed/fluid,

         — the provision of all necessary equipment to enable and monitor feeding at home,

         — Nursing to support home discharge and provide care for those patients unable to self administer,

         — Cold Chain Home Delivery Service.

         As at 1.9.2017, there are 138 patients receiving HPN or Sub-Cut Magnesium therapy at home. A proportion of these patients will be on short term therapy with the remaining cohort of patients receiving long term therapy in excess of 12 months. A proportion of these patients will also require a short course of intravenous antibiotics at home. It is anticipated that the Service will grow at a rate of 15 % per annum during the life of the contract.

         On average HPN patients will require 5 parenteral feeds each week with the delivery regime normally either 7 days or 14 days.
