The Knowledge Transfer, Innovation and Advisory Service under the Wales Rural Development Programme 2014 – 2020 (Contract No: C015/2014-2015), known as Farming Connect (the programme) was developed following considerable consultation and engagement with the industry and internal stakeholders. Three lots were awarded in this framework:

Lot 2 - Lifelong Learning and Development Programme Targeting the Farming and Forestry Sector

Lot 3 - Advisory Services Targeting Farming, Forestry & Food Manufacturing SMEs (Farming Connect Advisory Service)

VII.2) Information about modifications

VII.2.1) Description of the modifications

Value increase of GBP1,125,000 to Lot 3 contract. The extension in value was to accommodate the increased usage of the service as a result of the Covid 19 pandemic and new Water Regulations being brought in.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Value increase of GBP1,125,000 to Lot 3 contract. The extension in value was to accommodate the increased usage of the service as a result of the sudden increase of the service brought about by the Covid 19 pandemic, and additional usage of the service following the introduction of the Water Resources (Control of Agricultural Pollution) (Wales) Regulations in January 2021.
