To deliver an integration support programme for refugees in Wales’ four asylum dispersal clusters (Cardiff, Newport, Swansea and Wrexham). The services will improve access to language
tuition, employability support and local cultural knowledge to aid integration. Refugees will receive a holistic assessment of their needs and be routed through targeted support to
enhance their efforts to integrate into society. The contract was due to end on 31st December 2020 with a maximum original contract value for lot 1 of 500,000. GBP However during the COVID pandemic a 12 month variation was proceeded with under regulation 72 e and now another variation is being progressed under regulation 72 c in order to make full benefit of the programme funds granted which we have not been able to spend fully due to the Covid-19 pandemic and to support an effective closure of the project. Provision of four physical locations for refugees to access the Integration Centre – in Cardiff, Swansea, Newport and Wrexham.
- Ensure refugees’ needs are understood in a holistic way to support them to address barriers to integration, most notably through access to ESOL and employment.
- Provide ongoing mentoring support to refugees who have accessed the service to support and monitor progression towards integration.
- Provision of appropriate employability training to ensure beneficiaries’ potential can be met.
- Effective partnership working between the Integration Centre, ESOL services, employability programmes and others to ensure that beneficiary needs are properly considered and met.
- Develop a legacy for this service through evaluating a range of approaches to improve the integration of refugees, which can be utilised by the Client to embed inclusive practices in mainstream services.
The modification relates to Lot1 only.

VII.2.1) Description of the modifications
The contract was due to end on 31st December 2020 with a maximum original contract value for lot 1 of 500,000 GBP. However during the COVID pandemic a 12 month variation was proceeded with under regulation 72 e and now another variation is being progressed under regulation 72 c in order to make full benefit of the programme funds granted which we have not been able to spend fully due to the Covid-19 pandemic and to support an effective closure of the project. The total value of Lot 1 will be 800,254 GBP and will expire on 31 March 2022. During the extension period we would maintain new beneficiary enrolment for January but not aim to take on any new beneficiaries after this point. February and March 2022 would offer us an exclusive focus on support for existing beneficiaries and project wrap-up. This period of wrap-up would support conversations to ensure other integration services are learning lessons from our project and are as inclusive as possible. It would also enable us to ensure all records are properly transferred, stored and destroyed from partner systems, where appropriate.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
To maintain services at full capacity until the end of 2021 without a break in service provision and no start up costs- this is a time bound European funded programme and the funding comes to an end in March 2022- there would be considerable duplication of costs should a re-tender take place. The extension could not have been predicted as part of the initial contract as we could not predict the underspends on project costs at that time and the impact of the COVID pandemic. It is unlikely that we will have sufficient time to re-procure the contract without major disruption to the current services being delivered. Should the service provision not continue, service users, in this case refugees, will be negatively affected across Wales as this service provides important language and integration services
