UGANDA SKILLS DEVELOPMENT IN REFUGEE AND HOST COMMUNITIES (USDRH) PROJECT

The Government of Uganda through the Ministry of Education and Sports (MoES) has received financing in the amount of US$ 7.85M (United States Dollars Seven Million Eight hundred Fifty thousand only) equivalent from the Multi-Donor Trust Fund for Forced Displacement, that is being administered by the International Bank for Reconstruction and Development and International Development Association (“Bank”) toward the cost of the Uganda Skills Development in Refugee and Host Communities Project (“USDHR"), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project includes the following components;
1. Component 1: Establishment of three Skills Development Centers (SDCs), which will involve transitioning selected Government of Uganda aided institutions (Buhungiro Primary Teacher’s College (PTC) in Isingiro, Omugo Technical School (TS) in Terego, and Inde Technical School in Madi-Okollo to SDCs and providing them with a package of civil works, equipment, and materials to deliver quality training to refugees and host community Ugandans.
2. Component 2: Preparation of the modularized Competency-based Training (CBT) curricula, which will involve identification of relevant trades for refugees and host community Ugandans in selected RHCs, reviewing existing and relevant CBT curricula, and developing new CBT curricula for craftsmen and artisans’ courses to be delivered in the SDCs, in consultation with industries and employers.
3. Component 3: Delivery of the modularized Competency-based Training (CBT) curricula, which will involve deployment, where necessary, of additional trainers; capacity building activities; procurement and supply of training materials; and implementation of the CBT curricula.
4. Component 4: Project management, monitoring, and evaluation, which will support the establishment and functioning of a project coordination mechanism mainstreamed within the MoES that will support the project implementation, supervision, monitoring and evaluation, procurement, financial management, and auditing.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (February 2025) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in Dg Market, Ministry of Education and Sports Website www.education.go.ug, on the World Bank’s external website as well as in the New Vision and Daily Monitor Newspapers in the Borrowers Country.
