ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR STRENGTHENING SKILLS IN HANDLING CLIMATE CHANGE AND NATURAL DISASTER RISKS IN DESIGNING ROAD INFRASTRUCTURE.
The Government of the Republic of Uganda represented by the Uganda National Roads Authority has received a grant of US$130,800,000 from the World Bank towards the cost of supporting its Refugee Resettlement Programme and intends to apply part of the proceeds to payment of Consultancy Services for Strengthening Skills in Handling Climate Change and Natural Disaster Risks in Designing Road Infrastructure.
The Consulting Services (“the Services”) to be provided with the following objectives; (i) Developing and precisely defining the Climate Change Risk Profile for the national Road Sector in Uganda through a high-level transport network criticality analysis; (ii) Developing a climate-resilient national roads infrastructure planning framework for national roads in Uganda that adds the climate change mitigation strategies to the infrastructure planning and evaluation methodologies within UNRA; (iii) Develop a climate-resilient and climate-proofing national road infrastructure maintenance framework inclusive of standard operating procedures for national roads in Uganda; (iv) Update the UNRA Road Design guidelines to supplement the national Road Design Manuals in accounting for climate change within the road design process for the maintenance, rehabilitation, capacity improvement, and upgrade of national roads; (v) Capacity building and knowledge sharing - transfer of knowledge to UNRA staff on how to carry out the climate-resilient design of road infrastructure.
The implementation period of the assignment is 12 Calendar Months from the time of contract signing.

The Uganda National Roads Authority now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm’s capacity and experience are:
N.B: Individual experts’ bio-data is not required at this stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2020 (“Procurement in Investment Project Financing: Goods, Works, Non Consulting and Consulting Services), setting forth the World Bank’s policy on Conflict of Interest.
Consultants may associate with other firms to enhance their qualifications in the form of Joint Venture and/or Lead / Sub Consultancy. Consultants shall indicate whether the association is a Joint Venture and/or Sub-Consultancy. In the case of a Joint Venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers July 2016 revised November 2020.
