REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

The Government of Uganda (GoU) has received funding from the World Bank towards the cost of the implementation of Electricity Access Scale-Up Project (EASP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include independent verification of electricity connections. Therefore, MEMD wishes to procure the services of a competent and reputable company which will be contracted as an Independent Verification Agent (IVA) to verify the delivery of connections against which a subsidy will be disbursed. The assignment will require a consultant to assemble a team of key experts comprising of a Team Leader, Electrical Engineer, Finance Analyst/Auditor and Database Specialist. The total professional staff-months required is 38 man-months. The assignment will be carried out for a period of two (2) years and at least 463,500 connections (including ready board connections) shall be verified countrywide.

The objectives of the assignment are to:-

• Verify that the eligible premises’ connections, as detailed in the ECP Implementation Manual and or EASP Project Operations Manual (POM), have been physically installed in accordance with approved technical specifications, are working, and have been properly documented.
• Verify that the eligible premise connections and ready board installations have been installed to approved specifications and using connection materials pre-financed by Umeme.
• Recommend to MEMD and financiers the reimbursement of appropriate connection costs.

The Ministry of Energy and Mineral Development (MEMD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm’s capability and experience are:

• Minimum of ten (10) years of general experience in verification/audit and monitoring RBF programs, as well as management of large databases.
• Experience of at least three (03) similar assignments involving independent verification or auditing RBF initiatives completed in the last ten (10) years. Attach Documentary evidence in form of completion certificates contracts, reference letters or the equivalent).
• The companies should have an annual turnover of US$ 3 million and above per year. Audited accounts for the last three years.
• Expertise in developing surveys, sampling, collecting, compiling, auditing and analyzing data.
• Experience working with communities of different diversities in sub-Saharan Africa.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised November 2017, July 2018 and November 2020 setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
