ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR THE DEVELOPMENT AND THE OPERATIONALISATION OF THE NATIONAL CRASH DATABASE (NCD)
The Government of the Republic of Uganda represented by the Uganda National Roads Authority has received a grant of US$130.8million from the World Bank towards the cost of supporting The Roads and Bridges in Refugee Hosting Districts/Koboko -Yumbe - Moyo Road Corridor Project, and intends to apply part of the proceeds to payment of Consulting Services to be procured under this project the CONSULTANCY SERVICES FOR THE DEVELOPMENT AND THE OPERATIONALISATION OF THE NATIONAL CRASH DATABASE.
The main objective of the consultancy services is to design, develop, deploy and pilot the NCD in three selected districts. The consultant will also conduct a technical assessment of different database options including but not limited to existing and previously piloted crash database systems, provide technical specifications and support procurement of required hardware and associated goods, develop institutional and implementation arrangements and also provide capacity-building to relevant departments.
The system should harmonise the previous and current efforts of all the stakeholders involved in road safety. The NCD is expected to improve the availability and quality of road crash data, which can be shared, analysed, and assessed to improve the national road safety program across the country.

The Uganda National Roads Authority now invites eligible Consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide sufficient information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant is expected to have the following core competencies:
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2020 (Procurement in Investment Project Financing: Goods, Works, Non-consulting and Consulting Services), setting forth the World Bank’s policy on Conflict of Interest.
Consultants may associate with other firms to enhance their qualifications in the form of Joint Venture and/or Lead/Sub-consultancy. Consultants shall indicate whether the association is a Joint Venture and/or Sub-consultancy. In the case of a Joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers July 2016 revised November 2020.
