Assignment Title: CONSULTANCY SERVICES TO IMPLEMENT A PERFORMANCE -BASED FOREST SECTOR AND WOOD PROCESSING SUBSIDY SCHEME

• The Government of Uganda has received financing from the World Bank towards the cost of the Investing in Forests and Protected Areas for Climate Smart Development (IFPA-CD) Project and intends to apply part of the proceeds for consulting services. The project is being implemented by the Ministry of Water and Environment (MWE, Lead Agency), the Uganda Wildlife Authority and the National Forestry Authority with the involvement of the Ministry of Tourism, Wildlife and Antiquities in tourism-related activities and the Office of the Prime Minister in activities in the refugee-affected areas.
• The IFPA-CD Project Development Objective is to improve sustainable management of forests and protected areas and increase benefits to communities from forests in target landscapes. The project also includes a performance-based subsidy scheme for private forest sector and wood processing development that will be primarily implemented in ‘clusters’ of well-established commercial tree growers.
• The consulting services (“the Services”) include the design and technical management of a performance-based forestry and wood processing subsidy scheme, based on the general criteria and key principles described in these Terms of Reference, and in consultation with the Client and approval of the IFPA-CD Project Steering Committee. The Services will be provided over a period of 48 (forty-eight) calendar months and will be implemented in six target clusters (Albertine, Central, Mubende, Northern, South-Western and Victoria) as shown in the detailed Terms of Reference. The aim is to support 1) the establishment of at least 36,500 ha of new plantations during the IFPA-CD implementation period, and 2) the development of wood-based value chains. This aims to enable plantation forestry and wood processing to become a strong and self-sustaining economic sector in Uganda.

• The MWE now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services as set out in the TOR. The shortlisting criteria are:
• At least ten (10) years of demonstrated experience in the forestry sector working closely and effectively with national institutions. This should include experience of working with government ministries, private sector, research and development institutions in forestry private sector development in Africa.
• Demonstrated ability to field a team of experts with competences in the areas of commercial plantation forest development and management, and other areas relevant to the assignment as defined in the ToR.
• Submission of firm’s organogram to demonstrate firm’s organizational, managerial and staffing capacity to undertake the assignment of the required scale and geographic scope
• Demonstrated experience of at least three (3) assignments in the last ten (10) years related to large scale plantation development schemes (evidence of experience should include contracts with previous clients of comparable value of Not less than United States Dollars, Two Hundred Thousand for each assignment)

The Qualifications and Experience of Key Experts will not be evaluated at the shortlisting stage

6. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

7. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in form of a joint venture and /or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

8. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations

NOTE: This selection is limited to firms (ref section 7.16 of the Procurement Regulations); non-profit and governmental organizations may not apply as lead consultants – they can be included as sub-consultants only. NGOs may only apply singly or as joint ventures if they operate as commercial entities and meet the conditions in section 3.23b of the Procurement Regulations.
