The World Bank (WB) mission team met with representatives of the Government of Tuvalu (GoTv) in Funafuti from November 14 to 17, 2023 to jointly review the implementation progress of the Tuvalu Safe and Resilient Aviation Project (TuSRAP). The Mission would like to express its appreciation to the counterpart staff of the Ministry of Transport, Energy, Communication and Innovation (MTECI), Central Project Management Office (CPMO), the Department of Civil Aviation (DCA), Ministry of Finance and Economic Development (MOFED), and the TuSRAP Project Management Unit (PMU) for their co-operation and support.
This is achieved through the following components:
Component 1 - Safe and Resilient Airport Infrastructure Solutions: This component will improve climate resilience and safety of the Funafuti International Airport infrastructure, thereby contributing to ensuring reliable regional air connectivity. The following activities are proposed: (a) rehabilitation and repairs of the runway to mitigate runway failure risk due to water infiltration exacerbated by tidal and sea level impacts; (b) an engineering consultancy to supervise runway rehabilitation and repair works; and (c) provision of navigation and operational safety equipment and related facilities to enhance operational safety and resilience, particularly, during bad weather with low visibility.
Component 2 - Strengthening Capacity of Aviation Sector: This component will finance activities that will improve the capabilities of regulators and operators in aviation sector management, policy, resilience, safety and security oversight, including (a) provision of technical advisory support to the DCA on safety and security oversight, regulatory compliance, aerodrome and operational certification, airport asset maintenance, and airport infrastructure resilience; (b) provision of technical assistance for aviation safety improvements; (c) provision of support for the improvement of aviation operational safety and resilience management strategies, manuals, and protocols in accordance with ICAO standards; (d) training on aviation operational safety and security, ICAO-based management protocols, aviation policy, and climate-resilient asset management; and (e) provision of support to DCA’s internship program.
Component 3 - Project Implementation Support: This component will finance technical, advisory, operational, and administrative support to MTECI. This will include (a) support for the PMU in the areas of project management, coordination, E&S risk management, procurement, contract management, FM, communications, monitoring, and evaluation (M&E), technical aspects, and administration and (b) support for activities under the TvAIP Environmental and Social Post-Closure Action Plan.
The primary objective of this consultancy is to prepare an Abbreviate Resettlement Action Plan (ARAP) Consultant that complies with the ESF ESS5, and international good practice. Specific objectives include:
• Evaluating the activities undertaken and documentation prepared to date,
• Identifying and profiling affected persons and assets and impacts using either existing information or through further activities.
• Developing eligibility and entitlements in accordance with ESS5 and applicable national policies.
• Evaluating previous and planned future measure, and where necessary proposing additional measures to restore adverse livelihood impacts on affected people.
•Define an effective grievance mechanism

The Ministry of Transport, Energy, Communication and Innovation, the Implementing Agency, now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.
Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, similar conditions, three references, etc.).
Candidates will be evaluated based on the following criteria:
Experience.
• Advanced degree in social sciences (anthropology, sociology, social research) or related fields
• 10 or more years of relevant experience including in the preparation and implementation of resettlement and livelihood restoration and related social risk management activities.
• Experience with the World Bank Environmental and Social Framework (ESF) and specific experience with Environment and Social Standard 5 (ESS5) and/or IFC Performance Standard 5 and related policies and guidance.
Desirable criteria include:
• Knowledge of local laws and regulations governing land and land acquisition in Tuvalu.
The Consultant will be expected to work independently with minimal supervision at times and should be able to demonstrate initiative and a pro-active approach to their work. Attention to detail and demonstrated time management skills and working to fixed deadlines.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised in November 2017 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
