  • BACKGROUND:

The new maritime project, Maritime Investment in Climate Resilient Operations (MICRO2) will improve the climate resilience of workboat harbors in Nanumanga, Nanumea, and Nukufetau and support expansions of the GIS mapping and health outreach campaign to more islands.

The project aims to improve the connectivity problems that constrain Tuvalu’s economic and social development. This will be achieved by rehabilitating and improving the maritime infrastructure on the island of Nanumaga and constructing new boat harbors on the islands of Nanumea and Nukufetau. The objective is to provide climate resilience infrastructure with the dual aim of improving the day-to-day lives of the Tuvalu people and provide the infrastructure that can be used to respond to emergency events amplified by climate change.

2. OBJECTIVE

The consulting services (“the Services”) include a TECHNICAL MARITIME ADVISOR CONSULTANT to support the implementation of project activities by World Bank standards and procedures, the Financing Agreements, and other approved program documentation.

It is anticipated that the consultant will commence as soon as possible for 12 months FULL TIME.

3. INVITATION

The CPMO on behalf of the Implementing Agency and the PMU now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with a description of experience in similar assignments, similar conditions, three references, etc.).

  • EVALUATION CRITERIA

The criteria for selecting the Consultant are:

  • Mandatory Requirements:
  • Master Mariner or Chief Engineer or similar educational background with relevant five-year marine and port management experience.
  • A Maritime Auditor qualification in any recognized Maritime Authority
  • Conducted internal and external functional audits during the last five years.
  • Experience in working in comparable assignments in the Pacific or other small island countries in the world.
  • Experience in working with donors and governments in developing countries and managing cross-cultural teams.
  • Desirable:
  • High level of verbal and written communication skills including ability to clearly and competently converse and write in English.
  • High-level of computer literacy and ability to carry out in-depth analysis of needs, shape required actions and coordinate stakeholder inputs. Ability to work in a complex work environment with the patience, creativity and tenacity to deal with institutional and cultural challenges.
  • Ability to mentor, motivate, develop effective teams and transfer skills to staff and stakeholders in a Pacific context.
  • Ability to establish rapport, communicate effectively, and work with people of diverse cultures, backgrounds and education.
  • Political sensitivity and stakeholder engagement – ability to interact with key public sector staff and adjust approach to obtain outcomes.

The attention of interested Consultants (including firms) is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers July 2016, revised in November 2017 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
